Long-horizon governance
A Joint Congressional Committee on Long-Term Challenges and an executive Office of Long-Term Challenges, with mandatory 30- and 50-year scenario analysis for major fiscal, infrastructure, energy, demographic, and climate decisions. Version 2 extends the digital stack through D10’s once-only-government public infrastructure, and elevates the New Zealand Wellbeing Budget from an implementation model to a statutory Well-Being Impact Standard for any legislation with a ten-year fiscal effect above $10 billion.
